The Department of State is the governing body closest to the emperor, and from which all branches of the Asajima government stem. Frequently, the positions of ministers are filled by members of the imperial family, or in times in which the imperial family's power wanes, the positions are filled with members of powerful and influential families.

The Minister Of The Left - Officially considered the most powerful and influential position in the government of Asajima, second only to the emperor. The role of the Minister Of The Left is to oversee all branches of the Department of State.

The Minister Of The Right - This position functions as a deputy to the Minister Of The Left.

The Minister Of The Center - Like the Minister Of The Right, this position functions as a deputy to the Minister Of The Left, though ranks lower in terms of power and influence.

Major Counselors - Generally, four men simultaniously hold the title of Major Counselor, though more may be granted the title or as few as three. The role of a Major Counselor is to assist the ministers of the Left, Right, and Center. If a minister of the Right or Center is unable to perform his duties, a replacement will most often be selected from amongst the Major Counselors.

Middle Counselor - A rank below Major Counselor in terms of authority and responsibility. Typically, three men hold this rank.

Minor Counselor - A rank below Middle Counselor in terms of authority and responsibility. Typically, three men hold this rank.

Director of Palace Affairs - The director of this office manages activities within the palace, such as construction, ceremonies, and special arrangements.

External Secretariat - One holding this title functions as secretary directly to the emperor, in charge of records, correspondence, minutes of meetings, and related affairs of importance to the emperor.

Major Administrator Of The Left - This administrator is charged with supervising four of the eight ministries. The Major Administrator Of The Left oversaw the The Ministry Of the Center, the The Ministry Of Civil Services, the The Ministry of Ceremonies, and the The Ministry of Taxation. Typically, this role is accompanied by two assistant administrators, a primary secretary, and twenty assistant secretaries.

Major Administrator Of The Right - This administrator is charged with supervising four of the eight ministries. The Major Administrator Of The Right oversaw the The Ministry of the Military, the The Ministry of Justice, the The Ministry of the Treasury, and the The Ministry of the Imperial Household. Typically, this role is accompanied by two assistant administrators, a primary secretary, and twenty assistant secretaries.
